There are no stats for the darts but you will find the better darts will give an advantage. For example, if you miss-throw beginner darts, you are likely to greatly miss, but doing so with the highest ranking darts can still allow you to directly hit your target.

In Chapter 1: The Price of Freedom Head make your way to the back of the New Serena building in Kamurocho and take the stairs all the way to the roof. If you now go to the other side of the roof you will see an electronic safe asking for a code to be put in.
